Federal Safety Agency Escalates Investigation Into Ford Timing Belt Components

Federal safety regulators are investigating a possible mechanical problem in a 1.0L, 3-cylinder, turbocharged engine in about 135,000 Ford cars. The National Highway Traffic Safety Administration (NHTSA) has already upgraded the investigation due to reports of engine timing belt deterioration, low engine oil pressure warnings and unexpectedly large decreases or losses of engine power. The development illustrates how federal safety agencies are applying real-world vehicle data to uncover mechanical issues that could present a hazard to drivers.

The investigation focuses on the wet timing belt system that is employed in some Ford Fiesta, Focus and EcoSport vehicles. As opposed to a normal timing belt, which passes through the oil of the engine, this type of timing belt circulates inside the engine oil. The set up can help keep engine size, noise and vibration to a minimum, but investigators are looking to see if the belt wears and allows debris to enter the lubrication system and curtail oil flow. However, the implications are serious if the driver has only limited notice of loss of engine power.

The regulatory review is now past the initial phase, enabling a more thorough engineering investigation by federal investigators. The agency has recorded hundreds of reported crashes and is looking into failure mileage, maintenance records, engine configurations and data provided by Ford. When deciding on used vehicles that are impacted by the investigation and maintenance changes, it is important for owners and shoppers to know what the investigation is, how the maintenance change affects the vehicle, and what this means for repair costs.

1. Vehicles Included in the Investigation 

The investigation includes 135,551 Ford vehicles with the 1.0L Fox Classic Timing Belt engine, typically found in Ford’s 1.0L EcoBoost powertrain. The impacted models include the Ford Fiesta, Ford Focus and Ford EcoSport, from various time periods from 2014 to 2021. Federal investigators are focusing on how long the timing belt lasts and how it works, and whether its failure could impact engine lubrication.

Affected Ford Models: 

  • 135,551 Ford vehicles are impacted
  • The Fiesta, Focus and EcoSport models are available
  • 1.0L Fox Classic Timing Belt
  • Model years span 2014-2021
  • Investigation will be undertaken on the issue of belt durability.

The initial investigation was limited to some Fiesta and Focus models only and has since extended to others. Later, investigators added other models of EcoSports and Focus vehicles with automatic transmissions for comparison. This expanded view enables regulators to gain a greater understanding if similar mechanical characteristics are evident throughout the range of the same engine family.

Each of the three series has since been dropped from the U.S. car market. The Fiesta’s sales ended in 2019 and the Focus was discontinued after the 2018 model year and the Eco Sport was phased out after 2022. This is especially applicable to used-vehicle owners and buyers, who rely on these cars as low-cost transportation options.

2. How the Wet Timing Belt Works 

The focus of this study is the wet timing belt. The belt used in the affected 1.0L engine is run directly in the engine oil while conventional timing belts usually run in a dry environment. This type of arrangement is used by engineers to make a compact engine as well as to help keep mechanical noise and vibration under control when the engine is running.

Belt Debris: 

  • Wet timing belt runs within the engine oil
  • A worn belt will adversely impact engine lubrication
  • Particles of belts may be released due to deterioration
  • Oil pump may be restricted due to debris
  • As oil flow is reduced, pressure is generated

Design also poses a maintenance question: The condition of the belt is closely tied to the condition of the lubrication system. When belt material starts to deteriorate, the particles can come off of the belt and into the engine oil. Investigators are looking at if this type of particle can ultimately get into the oil pump pickup screen and clog the oil required for appropriate engine running.

The potential chain of events is at the heart of the federal investigation. With less oil, less pressure may result and the warning light could come on. At critical enough pressure, it could cause the engine to have lower performance or lose output. The worry is not only about the belt wearing, but what the wear might mean for the entire lubrication system.

3. Reported Oil Pressure and Power-Loss Incidents 

NHTSA has now documented 355 cases where drivers reported that a low engine oil pressure warning came on, before their engine lost power or shut down. These reports will give investigators first-hand information on the manner of suspected failure occurring throughout normal driving. These accounts are being combined with technical information and other evidence to evaluate the potential safety impact.

In one case, a 2017 Ford Focus was being driven along one of the main roads in Wilmington, Delaware. The driver reported seeing the oil pressure warning and subsequently a loss of power in the vehicle, with the engine making strange noises. These reports are significant because when a vehicle loses power while on a highway, it can present a difficult situation for the driver and others on the road.

Investigators are also looking to see if these were any type of routine maintenance. The failures reported are quite noteworthy, as it seems that these failures were not all anticipated by the vehicle’s maintenance on schedule. This has led to further investigation of the belt material, lubrication system, maintenance schedules and belt wear and engine oil pressure.

4. Failure Mileage Raises Additional Concerns 

Another important piece of the puzzle is the mileage data collected as part of the investigation. The vehicles involved in the reported failures averaged about 70,000 miles on the road when they failed, according to NHTSA’s analysis. That’s significant because it’s a lot shorter than the 150,000 miles that Ford originally recommended for changing the timing belt.

The agency’s analysis shows that 98% of failures reported were below the 150,000 mile replacement milestone. This does not mean every vehicle will have that problem, but it provides investigators with an indication that they might want to investigate whether the maintenance interval suggested is a good indicator of the actual life of a belt in the real world.

The oil pump pickup screen is another issue. As a result of its intended use, checking the component will involve significant engine dismantling. This may make early detection of belt contamination hard to identify and may make lubrication issues more complicated, and costly to diagnose.

5. How the Federal Investigation Progressed 

NHTSA opened Preliminary Evaluation PE25020 in an investigation on December 18, 2025. The first one included the Fiesta and Focus 2015-2017 with the 1.0L engine and manual transmissions. Investigators followed up with their work by expanding the scope to include 2018-2021 EcoSport models and 2018 automatic-transmission Focus models.

Initial Evaluation: 

  • Preliminary Evaluation opened December 2025
  • Initial scope covered Fiesta and Focus
  • EcoSport models later joined review
  • Investigation upgraded to Engineering Analysis
  • NHTSA cited multiple evidence sources

It was officially upgraded to the Engineering Analysis EA26004 on July 31. This is a more advanced phase of the federal safety review process, and it will enable investigators to carry out more in-depth technical analyses of the suspected problem. The escalation means that agency experts feel there is enough information to pursue further investigation instead of merely closing the initial investigation.

NHTSA said it relied on a variety of information sources, such as failure rates, information Ford provided, preliminary engine teardown findings and past engine oil pressure loss recalls with driver warnings. The engineering analysis was based on agency analysis, which identified an unreasonable risk to motor vehicle safety.

6. What an Engineering Analysis Means 

An Engineering Analysis is an important stage in the federal vehicle safety investigation process. This will allow regulators to test and assess components independently of the automaker, and take a closer look during this phase. The goal is to find out if there is a defect and how severe its possible safety impact could be.

Independent Review: 

  • Engineering Analysis allows for further investigation
  • Regulators are able to test independently
  • Technical evidence is examined in more detail
  • Investigation does not equal recall
  • Evaluate decisions that need to be recalled

A recall is not a formal action and doesn’t necessarily mean the escalation has gone into effect. Federal regulators need to keep pursuing technical evidence to make their decision. An engineering analysis can finally play a role in making a recall decision, but an investigation is not a completed mandatory recall.

Additionally, a mandatory safety recall is not a manufacturer’s voluntary program of customer satisfaction. If there’s a formal recall, the manufacturer must send letters to owners and replace the defect at no cost. The difference is significant for Ford owners following the timing belt investigation, as Ford has already announced measures to effect that maintenance, while NHTSA is still conducting its own investigation.

7. Ford’s Maintenance Changes

Ford told federal safety officials about changes to the 1.0L Fox Classic Timing Belt in June with worries. The automaker announced a non-safety program for customer satisfaction with the engine that will cover vehicles sold worldwide. The new guidance called for the timing belt to be replaced at 100,000 miles or six years, whichever occurred first, instead of 150,000 miles.

Owner Support: 

  • Maintenance is now at 100,000 miles.
  • In addition to the 6-year maintenance period.
  • The program pertains to vehicles in the world.
  • Owners who are eligible may be reimbursed
  • Service records are particularly significant

Ford has also provided a payout to owners who have bought the timing belt replacement part and paid out of pocket for the work, as long as those owners are eligible for the program. These measures offer extra support to the owners as the federal investigation proceeds, but are not a part of a potential future recall for safety.

With the revised maintenance interval, it’s clear that service records are important for owners and used-car shoppers alike. When the vehicle is handed down to someone, a vehicle that has been serviced on schedule and as needed for belts and hoses will be more useful to the next owner than one that did not have an adequate service history. Maintaining proper records may be a way to determine if needed maintenance has been done and address any possible problems before they grow more severe.

8. Potential Repair Costs for Used Vehicles 

Timing belt issues can be more than just replacing the timing belt. Technicians may also have to check or change other system parts if the belt material has become contaminated from being circulated through the lubrication system, such as the oil pump. If the damage is more severe, the repairs to the engine will cost much more, and it may need to be completely replaced, which can cost more than $4000, installed.

  • Warning signs require prompt attention

Early attention to warning signs is especially important for owners of affected vehicles, as it could prove costly. If the vehicle’s oil pressure is low, it is essential to address the issue before it gets worse. Routine checks could help identify if a vehicle has a lubrication or timing system issue.

When buying a used car, it is important that the buyer check the maintenance records of the models they are considering. Oil change dates, timing belt service history and past repair invoices will help to give a better idea of the care and maintenance of the vehicle. When assessing a component that has a federal investigation for durability, a car’s mileage is not the full picture.

Digital systems coordinate manufacturer and vehicle information to help support NHTSA’s regulatory efforts. The Product Information Catalog and Vehicle Listing, or vPIC is an important resource. The platform offers vehicle information and VIN Decoding service for cars since the model year of 1981.

Information provided by manufacturers and required by federal regulations is standardized for use in the vPIC system. Its information can be used by consumers, researchers, developers, and automotive professionals for identifying the specifications and manufacturer details of specific cars based on the VIN. In addition, the platform provides users with various data formats and different application programming interfaces if they require vehicle information on a larger scale.

Federal regulations also specify the rules and regulations for manufacturer identification, reporting, vehicle components and more regarding auto compliance. These systems are used to establish a standard process for reporting and record keeping by the industry and regulators. Public vehicle data can be valuable for consumers looking for additional information about an older car or when they’re doing due diligence prior to buying a used vehicle.

10. What Owners and Used-Car Buyers Should Watch 

The dealerships and the service department can be a great resource in educating owners about the investigation and what maintenance can mean for them. Keeping technicians up to date with federal news, along with complete service records, helps ease the way when dealing with timing belt questions, oil pressure alerts and more. Documentation is also useful for keeping customers up-to-date on what has been done.

When the car is showing a low oil pressure warning or if the engine shows any unusual behavior, it is essential to let the professionals investigate.

The federal probe is continuing to investigate the extent of the potential timing belt problem and what safety issues may exist. This is because it moves on from Preliminary Evaluation to Engineering Analysis, providing a chance for the regulators to review the evidence in greater detail and decide if more action is necessary.
