What seemed like an idea at first has turned out to be a lot more complicated than people thought. There are problems with the project, including how hard it is to build the planes and the fact that the government keeps changing what it wants.

The main goal of the project is to replace the planes that the president uses with two new ones that are very advanced. These planes are not like planes. They have to be able to fly in very bad weather and keep the president safe at all times. They also have to be able to communicate with people around the world.
