Understanding the Federal Investigation Into Counterfeit Airbag Inflators and Driver Safety Guidance

Safety equipment in your vehicle helps keep you and your passengers safe in the event of a crash, but only if all the safety features in the vehicle are functioning properly. In particular, air bags and air bag inflators play such an important role in crash response that it’s critical they are designed to activate within milliseconds of a crash. When you need to replace a safety device after a crash, it’s important to choose genuine, fullyapproved air bag inflators and other safety devices that are produced and sourced from the original equipment manufacturer.

Federal safety authorities have recently been honing in on unsafe aftermarket vehicle parts after finding fake driver air bag inflators linked to several fatal crashes. The National Highway Traffic Safety Administration has now confirmed an 11th death as a result of a banned fake DTN60DB inflator. As of NHTSA’s latest crash data update on Sept. 3, investigators have found 14 crash investigations linked to these non-compliant replacement inflators, which resulted in 11 deaths and three incapacitating injuries. Investigations into counterfeit DTN60DB inflators show why vehicle owners, repair shops and used-car shoppers should carefully monitor past crash repairs and replacement safety equipment.

1. The Growing Federal Investigation Into Counterfeit Inflators

The federal probe, which is separate from the NHTSA’s ongoing investigation, involves counterfeit replacement driver air bag inflators with part number DTN60DB. NHTSA data shows a total of 14 crashes have been associated with non-complaint DTN60DB inflators, resulting in 11 fatalities and three serious injuries. All crashes involved vehicles in which the original driver air bag inflator was replaced with a non-complaint, illegally imported inflator. This is a key distinction because these dangerous inflators were not installed by the automakers during manufacturing of a new vehicle, but instead were acquired during the later collision repair and salvage-rebuild process.

For several years, federal crash data showed a recurring pattern involving specific vehicle models. Before late August, every documented fatality and severe injury involved either a Chevrolet Malibu or Hyundai Sonata. The earliest recorded rupture in NHTSA’s timeline occurred in Dallas on May 30, 2023. That pattern changed on August 27 when a fatal crash involving a 2018 Chevrolet Equinox became the first documented casualty involving a DTN60DB inflator outside the Malibu and Sonata sedan models. The driver’s air bag deployed, but the counterfeit inflator did not function as intended.

2. How Counterfeit Inflators Can Cause Fatal Injuries

A real air bag system is supposed to inflate quickly and safely in a crash. When an actual crash occurs and the air bag must inflate, a gas is produced within the inflator that rapidly fills the fabric air bag with foam or fabric and carves a pocket of space between the occupant and the interior of the car. Fake DTN60DB inflators can perform quite differently. According to NHTSA, the metal housing within the unit can rupture during activation, causing metal fragments to be propelled into the passenger compartment at very high velocity.

The documented cases demonstrate the severe consequences of this failure. In Utah, seventeen-year-old Alexa De La Rosa was killed after a minor collision deployed a counterfeit air bag in a Hyundai Sonata. A lawsuit filed by Morgan & Morgan against AutoSavvy alleges that the vehicle had previously been involved in a 2023 crash, repaired with a non-compliant air bag, and later resold. The lawsuit states that the deployment sent a large jagged piece of metal into De La Rosa’s chest. In Florida, twenty-two-year-old Destiny Marie Byassee was killed while driving a 2020 Chevrolet Malibu. The vehicle was traveling at about 30 mph when the counterfeit inflator exploded, sending metal and plastic fragments into her neck.

3. Why NHTSA Took Extraordinary Regulatory Action

NHTSA, aware of the severity of the investigation, imposed a regulatory action that was quite aggressive: the ban on import and sale of DTN60DB inflators was announced on April 29. According to NHTSA Administrator Jonathan Morrison, the ban was unprecedented because he had never before, in 20 years, used that kind of regulatory action against a vehicle equipment flaw. The federal government considers the potential hazard of the inflators to be so significant that they must be barred in order to keep drivers in the dark from becoming seriously harmed by their presence.

Federal executive leadership has also warned repair businesses and parts distributors about the risks associated with these components. U.S. Transportation Secretary Sean Duffy called the inflators extremely dangerous and stressed that importing and installing defective Chinese components creates a serious public-safety concern. Federal authorities believe the subject components were manufactured in China’s Jilin Province by Jilin Province Detiannuo Safety Technology Co. Ltd., commonly known as DTN. Investigators suspect the inflators contain unstable chemicals capable of producing excessive explosive force during deployment, potentially causing the air bag assembly to rupture violently rather than inflate normally.

4. Manufacturer Disputes and Federal Findings

DTN representatives challenged a government statement which claimed responsibility for the accidents. The manufacturer told NHTSA that it never sold the parts for use in the U.S. and also implied the units involved might have been counterfeit copies with the DTN badge. DTN also argued that the accidents couldn’t definitively be said to have been caused by the inflators, as an air bag is merely one element in a complex safety system and as the air bag itself can be accidentally triggered by failure of other safety system components.

Federal investigators rejected those assertions in official decision documents. NHTSA’s final decision stated that the subject inflator carrying DTN60DB labeling ruptured in each of the twelve incidents addressed in that decision. The agency said investigative evidence, including autopsy and police reports, directly established that the inflators ruptured and that the resulting injuries and fatalities were directly caused by those ruptures. Automotive industry representatives have also criticized counterfeit safety components. Bob Stewart, chair of the Automotive Anti-Counterfeiting Council and General Motors’ global brand protection chief, warned that fake components can use substandard materials and create significantly greater safety risks.

5. How Salvage Vehicles Become a Pathway for Counterfeit Parts

How these counterfeit inflators are getting into the field is essential to know after a serious crash. None of the identified counterfeit inflators were installed at the factory when the vehicle was built. Every case involved a vehicle that experienced a prior crash, with deployment of the original air bag, and then entered the insurance and salvage ecosystem. There may be several owners, repairs, resales, and use of off-the-shelf replacement parts before the vehicle appears on the roads again.

Insurance companies generally compare the expected repair cost with a vehicle’s market value when determining whether a damaged vehicle should be declared a total loss. Vehicles that cross certain thresholds may receive salvage titles and can then be sold through public or wholesale auctions. These vehicles may be purchased by independent repair facilities or rebuilders. Teena Bohi of the Automotive Anti-Counterfeiting Council explained that much of this process is legal until a counterfeit product enters the vehicle. She also noted that determining whether a vehicle should be totaled depends on factors including ownership, state requirements, insurer practices, and individual repair-cost thresholds.

6. Why Cheap Replacement Parts Create a Safety Risk

Financial incentives drive the aftermarket for many salvage vehicles. Original equipment manufacturer genuine air bag modules can be costly especially in vehicles that have already been significantly devalued by age and prior collision damage. Fake air bag modules seem an attractive option because they are sometimes priced at a very small percentage of the authentic replacement cost. According to the source, fake air bags have been listed for purchase online at about 10 per cent of the original equipment manufacturer prices, with some posted as low as $100.

Online marketplaces can also unintentionally provide channels for counterfeit components. Bohi described seeing counterfeit airbags listed online by recyclers who did not realize the products were fake. This creates another layer of risk because even sellers who believe they are offering legitimate parts may unknowingly place dangerous components into the supply chain. As older vehicles lose wholesale value, the cost of an authentic air bag becomes a larger percentage of the vehicle’s remaining worth. That economic pressure can create opportunities for inexpensive, non-compliant replacement components to enter salvage-repair operations.

7. Why Malibu and Sonata Appeared Frequently

NHTSA’s Fatality Analysis Reporting System provides additional context for why the Chevrolet Malibu and Hyundai Sonata appeared frequently in the counterfeit air bag investigation. Between 2014 and 2023, the Chevrolet Malibu recorded 5,469 fatal crashes across a fleet of approximately 1.49 million vehicles. During the same decade, the Hyundai Sonata recorded 3,491 fatal crashes from a fleet of about 1.05 million vehicles. Together, the two models were involved in nearly 9,000 fatal crashes over that ten-year period.

For rebuilders trying to preserve margins, cheaper parts can become tempting despite the serious safety consequences.

8. eBay and Industry Response to Counterfeit Air Bags

Federal scrutiny has also pushed online marketplaces to reconsider how air bag components are sold. Following a federal inquiry under NHTSA investigation EA25-005, eBay announced a broad policy change prohibiting sellers from listing air bags, air bag inflators, and steering-wheel air bag covers. The new policy was scheduled to take effect September 24, with sellers required to remove existing listings before automated takedowns. The move followed a review of the risks these products could pose to people using the platform.

The Automotive Recyclers Association later stated that it respected eBay’s decision to discontinue air bag sales and said its members would rely on in-person and over-the-counter sales permitted under applicable state laws. Certain electronic components, including air bag control units, crash sensors, diagnostic modules, and passenger sensors, remained listable in the U.S. through approved sellers under the updated rules.

9. How Vehicle Owners Can Identify Potential Risks

Identifying a counterfeit air bag requires professional inspection because the problem may not be visible to an ordinary vehicle owner. When a counterfeit air bag has been installed, technicians may discover additional problems from the original collision, including improperly repaired seat belts or devices such as bypass resistors intended to prevent warning systems from identifying missing or improperly connected components. These additional issues can make a previously crashed vehicle much harder to evaluate through appearance alone.

Inspection Safety Guidance:

  • Use a qualified technician
  • Check previous crash history
  • Avoid DIY air bag inspection
  • Ask about replacement components
  • Never probe air bag terminals

Professional automotive training organizations recommend contacting the original vehicle manufacturer when questionable safety components are discovered. I-CAR director of technical products and curriculum Bud Center emphasized the importance of making sure technicians do not deploy something that could be unsafe. NHTSA also warns technicians never to electronically probe or electrify air bag connecting terminals because doing so can cause an air bag to detonate. For vehicle owners, this means suspected air bag problems should be handled by qualified professionals rather than through amateur inspection or disassembly.

10. NHTSA Guidance for Used-Car Buyers and Drivers

NHTSA has provided specific recommendations for vehicle owners and prospective used-car buyers who may be concerned about counterfeit air bag components. The agency strongly recommends that anyone who owns or is considering purchasing a used vehicle that experienced a crash deployment at any point after 2020 seek a professional inspection. This recommendation is especially important when repairs were performed by an independent facility rather than a franchised dealership. A professional inspection can provide a much better opportunity to determine whether the replacement safety equipment is genuine and properly installed.

  • Do not inspect inflators yourself
  • Replace DTN60DB before driving
  • Report suspected counterfeit components

Vehicle-history services such as Carfax and Auto Check can reveal previous accidents and open recalls, but they cannot confirm which replacement parts were used during collision repairs. If a DTN60DB inflator is found, NHTSA guidance says the vehicle should not be driven until it is replaced with a genuine authorized part, while suspected counterfeit components should be reported to the appropriate authorities. The federal investigation shows that a vehicle can appear properly repaired while still hiding serious safety problems, especially after an air-bag-deploying crash. Used-car buyers should ask about previous repairs, verify replacement-part sources, and have questionable vehicles inspected by qualified professionals. Using genuine original-equipment components and avoiding suspiciously cheap parts can help ensure the air-bag system works properly when needed.
